Soon i will have a meeting with my client to review some projects and to talk about this one, I don't want to be there without having a clue of how those things work so your help will be greatly appreciated, thank you in advance.
It sounds like you are in a little over your head. Programming and Flash can be used if you want a random spin every time. After Effects can output movies of reels spinning. You could render out a movie for each possible location for each reel.
And then use Flash to randomly pick a movie to play out of a pool of pre-rendered movies. Also, have you heard of Google? You will be a LOT better off if you speak to one of your contacts locally who does such things rather than trying to undertake it yourself from the word go.
